在我看来，这两句确实都表示“ 再怎么强调...也不为过”而“不能过于强调”我想可译为：It cannot be ovreemphasized.或：You cannot afford to overemphasize it.仅供参考。

是药还三分毒呢任何事情都不可能是必然的是必须的，英语教育肯定没必要过分强调，但是英语教育重不重要自不必说吧，说白了，为什么我们现在英语学的那么累，多半是因为英语成了我们考这个考那个的必要项目，这也是应试教育的弊端所在！而我们更应该把英语作为一个工具来看待，21世纪英语是必备啊，看看那些各式各样包装材料上都是英文字儿，英语很重要，但不该过度强调！
