2016年6月29日国务院常务会议原则通过《中长期铁路网规划》。我国将进一步推动铁路建设，按照经济和社会效益兼顾的原则，扩大铁路基础设施网络，以交通大动脉的建设支撑经济社会升级发展。我国将进一步打造以沿海、京沪等"八纵"通道和陆桥、沿江等"八横"通道为主干，城际铁路为补充的高速铁路网，实现相邻大中城市间1-4小时交通圈、城市群内0.5-2小时交通圈。同时，还将进一步完善普速铁路网，扩大中西部路网覆盖，优化东部网络布局，形成区际快捷大能力通道，加快建设脱贫攻坚和国土开发铁路。 “十五”期间我国铁路将重点强化“八纵八横”路网主骨架。 “八纵”指的是：京哈通道、东部沿海通道、京沪通道、京九通道、京广通道、大湛通道、包柳通道、兰昆通道； “八横”指的是：京兰通道、煤运北通道、煤运南通道、陆桥通道、宁西通道、沿江通道、沪昆通道、西南出海通道。 “八纵八横”路网主骨架营业里程占全国路网的43％，承担着全路80％左右的客货周转量，是铁路在综合交通运输中发挥优势的主力，也是国民经济增加控制的着力点。“十五”期间铁道部将对“八纵八横”进行既有线改造和新线建设，加快繁忙干线客货分线，保证运输畅通。 中国铁路在改革开放后取得了令人瞩目的发展，全国铁路运营里程已经达到13.9万公里（2019年底数据），位居世界第一。为了适应国民经济的发展的需要，在今后的若干年间，中国铁路要实行跨越式发展的战略，尽快建立起"八纵八横"大通道，充分发挥铁路的网络优势。所谓铁路大通道是连接区域中心或大城市间的能力强大的铁路线路，是由一条或多条功能相近的主要铁路干线构成的有机集合，是铁路运输网乃至整个综合运输网的主骨架。其基本特征:一是运输强度大，二是里程较长，三是汇集和辐射范围广。
