by the hourhour可数名词，必须穿鞋戴帽，所谓穿鞋就是加复数词尾，戴帽就是加官瓷一类的限定词（其他还有物主代词、指示代词、不定代词、数词等），因此by hour 最不可取。另外by an hour按一个小时计算显然不对，by hours按数小时计算也不合乎道理。但是按小时这种概念计算，肯定就是最妥的了，所以，应该选by the hour.
