【News I】Red Cross and Red Crescent are our main partner and we work very well: Commissioner Georgieva08 May 2012 | 15:05 | FOCUS News AgencyHome / European UnionSofia. We work extremely well with the Red Cross and Red Crescent, European Commissioner for International Cooperation, Humanitarian Air and Crisis Response Kristalina Georgieva said in an interview with FOCUS News Agency on the occasion of the World Red Cross Red Crescent Day, 8 May. They are our main partner. We work extremely well with both the International Committee of the Red Cross and the International Federation of Red Cross and Red Crescent Societies. They respect Europeans a lot for being a trustworthy partner of theirs even in a hard time and in all difficult moments, in the biggest crises in the world it turns out that we are always there together, said Commissioner Georgieva. We always check together with Mr. Kellenberger, President of the International Committee of the Red Cross, as to what happens in the world and it turns out we think in one and the same way, we work together, said the European Commissioner. They made a decision which is, to some extent, a result of joint discussions, joint work, to add post-disaster reconstruction to the mandate of the International Committee of the Red Cross. They had a narrower mandate – saving human lives when there is a disaster or conflict and now they say they cannot leave the people. “There is a gap between crisis response and investment in development. Here they made a decision to work in the same way as I decided to invest more in prevention and fostering of a bond between humanitarian aid and investments in development,” said Kristalina Georgieva.【News II】Dmitri A. MedvedevUpdated: May 7, 2012Dmitri A. Medvedev, post-Soviet Russia’s third president, was elected in March 2008, when Vladimir V. Putin, the powerful and popular incumbent, had to step down because the Russian Constitution limits a president to two consecutive terms. The solution was the “tandem”: the younger and more pro-Western Mr. Medvedev became president and Mr. Putin moved to the post of prime minister, though he remained the most influential man in Russian politics. In September 2011, Mr. Medvedev announced that he would not seek a second term as president, allowing Mr. Putin to run instead. In March 2012, Russian voters overwhelmingly elected Mr. Putin to a third six-year term as president. The widely expected outcome set the stage for a far more suspenseful post-election confrontation between Mr. Putin and an opposition movement that had repeatedly rallied tens of thousands of anti-government protesters. In April, Mr. Putin announced that he would step down as chairman of United Russia, the political party he has led since 2008, and hand the reins of the parliamentary majority to Mr. Medvedev.Mr. Medvedev has said he hopes to play a role in Russian politics for a long time. He has hinted that he may run for president again in 2018, when Mr. Putin’s third term ends. Right now, though, he is fighting for political relevance, after spending an entire presidential term in Mr. Putin’s shadow.Surrendering the Presidency, Amid Violent ProtestsIn May 2012, with Mr. Putin’s approaching inauguration, the anti-government protests grew violent. The day before the ceremony, police and at least 20,000 antigovernment protesters clashed outside the Kremlin walls, adding the images of flying bottles, smoke bombs and thumping nightsticks to those of Mr. Putin’s third inauguration as president. The next day, as Mr. Putin took the oath of office, the police tried to stamp out a second day of protests. The police reported that 120 people had been detained, adding to upward of 400 who were rounded up by police after the unexpectedly large anti-Putin march the day before. The violence marked a jarring shift in a city that over the last six months has become accustomed to large, peaceful anti-government rallies. After being sworn in, Mr. Putin nominated Mr. Medvedev as the country’s prime minister. The current political friction was noted obliquely by Mr. Medvedev, who surrendered his four-year term as president that, in the end, served largely to ensure Mr. Putin’s continued control. In his speeches, Mr. Medvedev often questioned the Kremlin’s tight grip on business and politics, leading some to hope that he would push through structural changes if he served a second term. Mr. Medvedev seemed to be explaining his decision, saying Russia could not be transformed into a modern country without “continuity in the government’s policies.”

CanSwineFluBeBlamedonIndustrialFarming?Amidstthehubbubsurroundingthecurrentpandemicthreatfromswineflu,anepidemiologicalmysteryhasbeenunfolding.AuthoritieshavedesignatedEdgarHernandez,afiveyearoldfromLaGloriaintheMexicanstateofVeracruzas"PatientZero"atleastheistheearliestcasetheyhavefoundsofar.Virologistshavedeterminedthatthemutatingfluisacombinationofseveralolderflustrains,commonlyassociatedwithpigs.AndLaGloriaishometonearlyamillionpigsonanearbyfactoryfarm。Soissocalledswineflureallyjustanotherenvironmentalproblemassociatedwithfactoryfarming?Afterall,suchlargeoperationskeeptheanimalsincloseconfinement,dopethemwithantibioticstokeepthemaliveinthecrowdedconditionsandcreatevastpoolsandpilesofwasteallgoodwaystopromotethespreadofanydisease。Otherhealththreats,suchasantibioticresistantstrainsofstaphylococcusaureus,haveemergedfrompigfarmsaswell。Nevertheless,thisH1N1strainhasnotyetbeenfoundinthepigsnearLaGloria,norisitclearhowitwouldhavejumpedfromthefactoryfarmtolittleEdgar。ButwhatisclearthankstothehardworkofvirologistsisthatthisparticularstrainofflugotitsgeneticstartonU.S.hogfarmsbackinthe1990s.That'saccordingtotheU.S.CentersforDiseaseControl.Howthevirusjumpedfrompigstohumansmayhavenothingtodowithfactoryfarms,butconfinedanimalfeedingoperationshelpedtobreedthedisease。
