今天和大家聊一聊“文明”一词在政府公文里的译法。 “文明”一词本身就有多种意思。比如，它可以指一个人的道德礼仪，可以指社会群体文化，可以形容温和不暴力的方式方法，甚至可以理解为“可持续的”……我们要根据与之搭配的词和在语境中的意思具体处理。 最简单的是“文明、文化”本身的意思，直译为civilization, culture ，比如： 吸收人类文明有益成果 draw on the achievements of other civilizations 以文明交流超越文明隔阂、文明互鉴超越文明冲突、文明共存超越文明优越 In handling relations among civilizations, let us replace estrangement with exchange, clashes with mutual learning, and superiority with coexistence. 促进和而不同、兼收并蓄的文明交流 boost cross-cultural exchanges characterized by harmony within diversity, inclusiveness, and mutual learning. 此处可以根据“和而不同”、“交流”判断出，“文明”是不同文明文化之间的交流，故译为cross-cultural跨文化。 “文明素养”这样的词出现时，“文明”侧重“良好文化” ，比如： 要提高人民思想觉悟、道德水准、文明素养 We will help our people raise their political awareness and moral standard and foster appreciation of fine culture. “文明”可以表示人的礼仪道德水平 (etiquette, civility)，通常和“群众”、“社会”、“人民”等词搭配， 比如： 群众性精神文明创建活动扎实开展。Initiatives to improve public etiquette and ethical standards have proved successful. 社会文明程度达到新的高度。Social etiquette and civility are significantly enhanced. 精神文明创建 efforts to raise cultural-ethical standards 提高全社会文明程度 enhance social etiquette and civility 此时的“社会文明”还可以用 civic-mindedness 表示，比如： 社会文明水平尚需提高。The level of civic-mindedness needs further improvement. adj.+-minded表示具有某种态度或想法的，比如严肃认真的serious-minded，意志坚强的tough-minded。 “文明”一词如果作为对行为做事方式的修饰，则需要根据被修饰词的属性调整， 比如： 坚定走生产发展、生活富裕、生态良好的文明发展道路 We must pursue a model ofsustainable development featuring increased production, higher living standards, and healthy ecosystems 此处的“文明发展”表明这种发展方式是科学的、可持续的，故将“文明”转译为sustainable 。 严格规范公正文明执法 see that law is enforced in a strict, procedure-based, impartial and non-abusive way 此处的“文明执法”意思是这种执法方式合规合理，故译为non-abusive，不被滥用的。 在某些语境下，由于侧重的是在某个方面的提升、发展、进步，“文明”一词变成了没有实际意义的搭配词，故而可以不译。 比如： 我国物质文明、政治文明、精神文明、社会文明、生态文明将全面提升。New heights are reached in every dimension of material, political, cultural and ethical, social, and ecological advancement. 为人类政治文明进步作出充满中国智慧的贡献。make China's contribution to the political advancement of mankind. 大力推进生态文明建设 devote serious energy to ecological conservation 以上例句双语均选自党的十九大报告官方译本。 本系列未完待续。
