afford 承担的意思，加上这个，体现出语言的正规性，和说话者说话的水平，No country can neglect education 不能用can't，这个双重否定了，意思就变为 所有国家都要忽视教育语言这东西怎么说都行，只是看怎样说更有水平，更加确切和合适俗话说，说话容易，说对话难。同一个意思，有人说的人高兴，有人说的人跳所以语言是灵活的，不要拘束，所谓的，只要话意思对了，语法对了就ok。还要看怎样说，最好，意思表达最明确，人最爱听，表现最贴切，最合适

afford表示承担不起忽视教育的严重性，否定加否定表示肯定，你那样说也对，就是太拗口了

以上说的没有错，但表示的是课程或学校就学历来说，大专可以说associate,本科bachelor,硕士master,博士doctor,后三个词指的是学位，即学士、硕士、博士学位，而研究生表示在读研的人，统称为graduate student.好像也有人本科毕业没有拿到学士学位，那就不能称之为bachelor，可以称为undergraduate,即本科。diploma可以表示大专，有时也泛指文凭。另外，本科,硕士,博士可以用first degree,2nd degree和3rd degree来表示。
