英文命名为FORWARDERS货代就是货运代理 货运代理行业在国际货运市场上，处于货主与承运人之间，接受货主委托，代办租船、订舱、配 载、缮制有关证件、报关、报验、保险、集装箱运输、拆装箱、签发提单、结算运杂费，乃至交单议付和结汇。这些工作联系面广，环节多，是把国际贸易货运业务相当繁杂的工作相对集中地办理，协调、统筹、理顺关系，增强其专业性、技术性和政策性，国际货运代理行业的形成，是国际商品流通过程的必然产物，是国际贸易不可缺少的组成部分，正因为如此，该行业被世界各国公认为国际贸易企业的货运代理。其英文命名为FORWARDERS，并为其成立了国际性组织，即“菲亚塔”，英文缩写为“FIATA”。它的成员国已发展到130多个国家和地区，拥有国际货运代理公司3500多家，从业人员已达800多万人，我国上海、天津、青岛、大连、江苏、深圳相继成立了国际货运代理协会，对外贸易经济合作部正在筹建中国国际运代理协会，将领导各地协会，并加入国际性组织成为成员国。 国际货运代理行业早在公元十世纪就已建立，初期为报关行，其从业人员多系从国际贸易企业而来，人员素质较高，能为货主代办相当一部分国际贸易业务和运输事宜，随贸易发展，逐渐派生出一个专门行业，在其发展过程，有些国家曾试图取消它，让货主与承运人直接发生业务关系，减少中间环节，但都未成功，因为构成国际货运市场的货主、货代、船东(或其他运力)、船代四大主体，与港务码头、场、站、库等客体不能相混，兼营、交叉经营，会使国际货运市场竞争秩序出现混乱。 中国国际货运代理行业的发展历史，与世界各国的情况大同小异。早在通过丝绸之路与欧亚各地通商时，就有报关行业，在郑和下南洋、下西洋、东渡日本时，发展了海运。1949年全国解放后，中国远洋中外运两 大公司组建了船队，并不断壮大，拥有近、远洋船只1800余艘，2200万载重吨运力，使贸易扩展到世界各地，相应地在沿江、沿海港口城市，建立起上千家报关行，仅天津市就有156家，从业人员约800多人，约占贸易行 数量和人数的七分之一，至1955年12月31日公私合营时，随贸易行归口到八大进出口公司，各公司的报运科，就是以此为基础建立起来的，并从中间抽调了部分人员充实到天津外运公司，从此由社会报关，变成为企业自行报关，各公司的报关科，也就成了各公司的国际货运代理，他们与世界上160多个国家的同行建立了网络关系，为国家进出口贸易运输奠定了人力、物力、财力基础。改革开放后的中国国际货运代理行业，由外运独家代理变为多家经营，经济成分由全民所有制，发展为中外合资、外商独资、股份制、有限责任公司等所有制形式。体制改革，中外运系统和外贸专业公司的报运科，受到了冲击和锻炼，市场经济竞争之特征，日益明显。1991-1994年，是中国境内国际货运市场发展的高峰时期，当时干线船与支线船在运价上差额颇大，承运人和货运代理效益颇丰，从1994年下半年开始，二程船公司进入中国境内，在运费上缩小了差额，逐步与国际货运市场运价接轨，国际货运呈现出薄利多运之势，对货主大为有利，而承运人乃至货代企业，则感到竞争加剧，钱难赚。实力弱的承运人和无实力的货代退出了市场，其中有的自生自灭，运价并非承运人和货代主观意志所能左右，而是货源与运力供求关系姓变化所致，作为国际货运代理企业，只能在激烈的竞争中，为货主提供信息，为船东承揽货源，以信誉、服务质量和实效获得相应服务效益，然而拖欠运费，已影响货代与承运人的资金时间价值效益，资金时间价值是以利息形式存在的，拖欠的原因，是非正常竞争揽货所致，使货代企业垫付运费后，短期内难以收回账款，甚至成为呆账．为此，货代行业理应采以“确认付费放单”和“见费放单”之举措，以防超时限，造成资金损失，并以此明确货运物权凭证和债权，债务之关系，使之能维护行业权益和信誉。管理部门应依照国家的法律、法规，进行宏观调控，使其适应外经贸发展之合理布局，加强行业规范化管理，管理的目的是维护行业合法权益。天津市国际货运代理协会依照国家法令，制定出天津市国际货运代业的行为规范实施细则，并拟定出了TIFFA会员标准权益条款，协助市外经贸局和地税局，在贯彻执行国际货运代理行业实施专用票方面，起到了促进作用。而且，在实施中，使天津市的国际货运代理行业增强了实力，得以有序而健康地发展。

货代，又名货运代理，英文名为forwarder，通过接受委托，订舱，协调等多种方式，将指定货物根据货主要求运至指定目的地的一种协调工作居多的行业，是货主和运力公司之间起协调作用的桥梁。 每个行业都有着其自身特定的发展规律，经过这几年的工作，对于这个行业的发展现状也有了一定的认识： 1）市场趋于饱和，竞争激烈。 由于中国加入WTO的原因，进出口贸易近几年发展迅猛，所以货代也随之如雨后春笋般在沿海城市遍地开花，枝繁叶茂，青岛市注册的货代公司大概就有1-2万家，可见竞争程度之激烈。 2）处于产业链的低层，企业规模以中小企业为主，盈利效果不佳 由于该行业的特殊性，需要不停的招揽客户才能维持自己的生存，没有太多的自主控制性，所以一直处于产业链的低层，一旦行业分工被打破，很容易被船公司或者货主所抛弃；而且由于这个行业没有太多繁琐的部门协调工作，通常就是销售揽货-客服操作-完成订舱-收费-结账，所以通常几个人就可以成立一个公司，因此大多数公司人员数量不多。 3)行业门槛低，从业人员素质参差不齐 前面说过，由于公司以中小企业为主，资金投入不多，所以对于员工的招聘要求也相应较低，因此对于业务及操作流程难免会出现一些失误和不专业的地方，导致影响这个行业的发展以及人们对它们的不客观评价。 4）服务行业工作繁琐，压力大 由于这个行业属于一个中介服务性行业，因此要求从业人员要以客户为上帝，用服务赢得客户，另外工作中涉及的相关行业很多，如船公司，订舱代理，货主，报关行，车队，场站，基本上都需要货代作为沟通媒介与之协调工作，所以事情繁琐，而且有时候周末或者晚上都会有突发事情发生，需要货代去协调解决，几乎没有完整的休息时间，工作压力大已经是不争事实。 5）市场管理混乱，相关法律法规不健全 由于现如今，货代行业没有统一的价格标准，所以不同货代收费标准也大相径庭，导致行业间为了争夺货源，采取降价，折扣，退佣等不正当竞争来达到自己的目的，而且我国法律及行政法规对此也没有明确的界定，也没有相关部门对此进行专门的监督和监管，也是造成市场混乱的一个原因。 根据上面的发展现状，可以看出现在的货代行业竞争相当激烈，从业人员压力大，“要想死得快，赶快做货代”已经成为对于这个行业的一种写照。而根据近几年的发展现状，未来的行业发展前景也趋于明朗，企业也应该根据自身情况制定相应的对策。 1）公司规模化经营，提高核心竞争力，整合资源。 随着经济危机的后续效应，更多的货代会为了客户去拼价格，拼服务，为了十几二十几美金挣得头破血流，一些没有核心竞争力的中小企业将无力维持正常运作，关门倒闭这都是不可避免的。一些大的货代公司也会据此指定相关的规模化经营，加大资金投入，继续发展自己的主营业务，扩大自己的业务渠道，提高自身竞争力，拿到更好的优势资源，完成优化组合，从而完成对市场有效份额的占有。 2）从业人员素质提升，服务意识增强，健全人员培养机制。 高校扩招，使更多的人有了得到高等教育的机会，相应的，个人素质也随之提升，货代本来就是一个服务性强的行业，因此只有提高从业人员的文化素质，拥有更好的自学能力，才能不断完善自己，从而提高服务质量，使更多的客户接受本公司的文化理念，才有更多的合作机会。而未来的核心竞争是人才，货代企业也要规范人才流动机制，健全人才管理制度，形成有效的激励体质，加大员工培训，让员工有更多的发展升职空间，从而将个人价值和企业利润结合起来，提高员工的忠诚性和积极性。 3）创新经营模式，加强网络化经营。 现在是网络时代，每个行业的发展都离不开网络，而发展前景的好坏也依赖于自己对于网络开发和推广的效果，通过网络营销和推广，使更多的企业了解本公司的情况，扩大知名度，建立完善的网络化操作流程，使操作流程电子化，简单化，高效化，对每个环节进行有效监督管理，从而提高工作效率，降低成本。 4）加强行业间的协调和互助，培养新的利润增长点。 每个公司都有自己的优势航线，基于互助互利的原则，提高各个公司的合作力度，培养良好的合作关系，将资源共享达到最大化。另外根据现有的资源和经济增长方式，开创性的选择新的发展方向，延伸出更多与货代相关行业的服务项目，使公司服务多元化，抓住客户的好奇心理，提供更多的人性化特殊化服务，培养新的客户群。 前途是光明的，道路是曲折的，正如此行业的现状十分激烈，前景有所期待，行业的发展需要众人的努力，个人的发展需要自身的耐心，只有踏踏实实的学习，不断的完善充实自己，才能在波涛汹涌的社会大潮中走的更远，更高。
