公共管理基于管理主义之立场，认为提升公共行政之绩效，必须仰赖管理技术之精进。
公共管理支持者批评官僚体制之传统思维已老朽不堪，且令人民丧失对政府的信赖；政府庞大的财政赤字，迫使公共行政成为无能与浪费之代名词。
基于公部门绩效提升之企图，自1990年代初期开始，公共管理开始在美国受到重视，并掀起一股风潮。全美各地地方政府纷纷采取挽救政府财政与减轻增税压力之措施，这个由地方发动之改革运动又称为“政府再造”，随后在美国总统克林顿主政时，将此一理念引入联邦政府。
