“urp”是“University Registration Program”的缩写，意思是“大学注册计划”。

为了更好的搞好教育信息化建设，提出了校园综合信息平台的概念，用层次化、整体的观点来规划、实施学校的信息化建设，为教育信息化提出了一个清晰的目标。

校园综合信息平台是以网络为基础，利用先进的信息化手段和工具，实现从环境（包括设备、教室等）、资源（如图书、讲义、课件、信息等）、到活动（包括教、学、管理、服务、办公等）的全部数字化，在传统校园的基础上构建一个数字空间已拓展现实校园的时间和空间维度，从而提升了传统校园的效率，扩展了传统校园的功能，最终实现教育过程的全面信息化。

按照功能划分，校园综合信息平台可以分为五层，分别是：网络基础、数据仓库、基础信息服务、高级应用服务。
