People are the source of national strength, food is the paramount necessity of people and food safety is the top priority。

Population/people are the basic element of a country. Food sufficiency is the foremost need for the people of a country.Eating in comfort always comes first.

国以民为本，民以食为天的翻译是：国家以百姓为赖以生存的最重要的东西，百姓以粮食为自己生活所系

版本1：To the Country people is all-important , To the people foodstuff is all-important,To the foodstuff safe is all-important. 版本2：people is the basic of a country, food is the basic of the people, security is the basic of the food. 专八，保证靠谱

西方国家通常用"以民为本"表达人民对国家的重要性, 所以对"王者以民为天"的翻译我有以下的提议:

王者会视人民为王国中最重要的栋梁.

2.  A king would see his people as the cornerstone of the kingdom.

王者会视人民为王国的基石.

我更倾向这样译:

一个真正的王者会视人民为王国的基石.

A true king would see his people as the cornerstone of the kingdom.

以上三句的"kingdom"皆可以"country"替代, 那"王国"就变成"国家".

这样写比较恰当合理:To a country,people are the first;to people,food is the first and to agriculture,clothes and food are the first.
