Should people be fined if they smoke in public places?I don't agree this, even it is a really bad manner. When you saw someone who was smoking in the public place, you may remind them do not to smoke in that place. Try to be polite when you are suggesting them. Based on my experience, if you remind them, they may stop smoking, and say sorry to you. Atucally, in some cities, people will be fined if they smoke in pulic places. Those people may complain about the rule even they agreed to pay the penalty. They may find another place to smoke, in order to aviod some eyes watching. The base idea is persuading them firstly, by telling them smoking is unhealthy to themselves and people around them, for their own benefits, they'd better to give up smoking. 2.
