很难区别,可以从以下方面理解:1)commission 更多意,如代理酬金 ,代理佣金,行纪,回扣,任命状,手续费,委员会等;表达委员会时,更注重集体名词的概念.使用比Committee组织相对较小,权利相对来说小一些的委员会; 也就是说内涵窄一些;2)committee,意思更单纯,专指委员会有人到wordreference上面去问过啦，下面是native speaker给的解释：A commission is commissioned to do something. To commission = to be empowered by law to do something.A committee is simply a group of people who get together (because they want to, or because that is their occupation or duty) in order to make a decision, find a solution, propose a solution, ask someone else to do something. committee 既可以做普通名词，即强调委员会成员这个个体，也可作集体名词，强调委员会所有成员这个集体。 强调由很多人一起选举产生的委员会。强调非政府的委员会吧。（a group of people who are chosen, usually by a larger group, to make decisions or to deal with a particular subject）commission 该词由词根com-（表共同）和mission（任务）构成。所以一般指为完成某项任务而专门成立的委员会。但这个任务多事政府government的任务。而committee不具备这样的属性。（an official group of people who have been given responsibility to control something, or to find out about something, usually for the government） council 该词的govern属性更强，一般这个委员会是具备统制权利的，（ a group of people who are elected to govern an area such as a city or county）例如local council。对比commission的话，the local council govern this area,and it has the responsibility to set up a commission of inquiry into the disturbances at the prison. 其实就是感觉council的government属性更强。

1、侧重点不同
committe 侧重于 级别 / 区域，通常是政党/社团/机关的某一级委员会（例如，中央委员会、全国委员会、省/市/区/县委员会）。
commission 侧重于 业务 / 任务，通常是主管某项业务的专门委员会（例如，军事委员会、纪律委员会、政法委员会）；或者是为了完成某项任务而设的临时委员会（例如，选举委员会、调查委员会）。
council 可以翻译为“委员会”、“理事会”、“议会”等。
2、使用范围不同
council 包括：
1、国家政权的机构，例如，苏联的部长会议（Council of Ministers），中国的国务院（State Council）等。
