商业银行具有的四大基本职能：
1、信用中介职能
商业银行通过负债业务，把社会上的各种闲散货币资金集中到银行，再通过资产业务，把它投向需要资金的各部门，充当资金闲置者和资金短缺者之间的中介人，实现资金的融通。
2、支付中介职能
银行利用活期存款账户，为客户办理各种货币结算、货币收付、货币兑换和转移存款等业务活动。
3、信用创造职能
商业银行在吸收活期存款的基础上，通过贷款和投资等业务而派生的存款货币，从而扩大了社会货币供给量。
4、金融服务职能
是指商业银行利用自己在金融服务业中的特殊地位，并运用先进的技术和服务手段为客户提供金融服务。
这些金融服务包括：财务咨询、代理融资、结算和代理、担保、信托、和租赁以及为客户提供金融信息情报等。
我国银行业发展的四个阶段：
第一阶段是1978年到1983年的单层式管理阶段。
人民银行集中央银行与商业银行于一身，银行的经营与管理综合在一起，还不存在真正意义上的银行监管。
第二阶段是1984年到1992年的双层式管理阶段
1984年四大专业银行成立，人民银行主要行使中央银行职能，专于货币政策、金融监管，不再开展经营活动，银行的经营与监管分离，形成双层式组织，不过此时中国现代化的金融体系架构还没有明确，整个金融行业的监管还集中于人民银行。
第三阶段是1993年到2002年的监管架构探索阶段。
这一时期证券市场、保险市场的监管相继从人民银行分离出来，分别由证监会和保监会执行，银行业的监管仍由人民银行执行，但是分业监管的架构逐步明确。同时，银行业的治理和监管有了新进展。
第四阶段是2003年至今的以风险控制为本的中国银行业监管新阶段。
2003年通过的《中华人民共和国银行业监督管理法》，批准中国银行业监督管理委员会（简称银监会）成立。这标志着我国金融体系新的监管架构形成，银行业监管工作进入新阶段。
银监会立足于中国实情，密切跟踪国际金融监管，借鉴国际经验不断完善我国的监管框架，由此拉开了以风险为本的银行业监管实践。
