中文跟英文表达不一样，英文里面没有特发此证这一说。
一般的是以"This is to certify that ..."，"I hereby certify that ..."开头的表示的。
certify、testify、verify、justify 区别：
一、词义不同。四个词均具有证明之意。certify 偏重评判合格性 ，除此之外，它还有给别人发证书之意testify 偏向于测定性能、指标 ，还有在法庭上作证的意思；verify 偏重于核实，检查、校验状况；justify 裁判、判定公平性、正确性等，还有使 (文本) 对齐的意思。
二、词性不同。verify为及物动词，必须后面要接名词才能使用；certify、testify、justify既可以作及物动词，又可以作为不及物动词，其后是否接动词，取决于其具体表达意思。
