2.实行商检的机构：中国出入境检验检疫局是我国国内最权威、最大的检验机构。一般中国产品出口都由此处进行商品检验。“中国国家出入境检验检疫局”与“中国国家质量技术监督局”合起来叫“国家质量监督与检验检疫总局”，简称“质检总局”，前者对外贸，后者对内贸。国际上最公立的商检机构是瑞士的SGS,在中国主要城市也设有办事处。3.费用：根据申报商检的货物价值来收取费用。一般在货值的千分之二左右。定价依据是用于出口报关的发票上显示的货值。4.需要商检的货物：可以分为几类：1）客户需要商检的。客户为保证自己受到的货和合同订立的一致，会要求你办理商检并出具商检单。2）中国需要法检货物。出口货物有些国家规定必须在出口前作商检。3）进口国需要法检的货物。进口国可能对某些中国出口的货物规定必须检验。检验可能可以在中国进行，也可能要在进口地进行。1）和3）的情况请事先与客户了解好。如果是2）的话，到当地商检局用营业执照复印件备一个案，以后就可以直接在商检局申请商检。办理进出口商品检验，是国际贸易中的一个重要环节。关于出口商品的检验，其程序如下：1、商检机构受理报验。首先由报验人填写“出口检验申请书”，并提供有关的单证和资料，如外贸合同、信用证、厂检结果单正本等；商检机构在审查上述单证符合要求后，受理该批商品的报验；如发现有不合要求者，可要求申请人补充或修改有关条款。2、抽样。由商检机构派员主持进行，根据不同的货物形态，采取随机取样方式抽取样品。报验人应提供存货地点情况，并配合商检人员做好抽样工作。3、检验。检验部门可以使用从感宫到化学分析、仪器分析等各种技术手段，对出口商品进行检验，检验的形式有商检自验、共同检验、驻厂检验和产地检验。4、签发证书。商检机构对检验合格的商品签发检验证书，或在“出口货物报关单”上加盖放行章。出口企业在取得检验证书或放行通知单后，在规定的有效期内报运出口。根据进口商品登记规定，进口商品的检验分两大类。一类是列入《种类表》和合同规定由我国商检机构检验出证的进口商品。进口商品到货后，由收货、用货或其代理接运部门立即向口岸商检机构报验，填写进口货物检验申请书，并提供合同、发票、提单、装箱单等有关资料和单证，检验机构接到报验后，对该批货物进行检验，合格后，在进口货物报关单上加盖印章，海关据此放行。另一类是不属上一类的进口商品，由收货、用货或代理接运部门向所在地区的商检机构申报进口商品检验，自行检验或由商检机构检验，自行检验须在索赔期内将检验结果报送商检机构，若检验不合格。应及时向商检机构申请复验并出证，以便向外商提出索赔。

中华人民共和国XX出入境检验检疫局没有省和市，比如说中华人民共和国山东出入境检验检疫局，中华人民共和国青岛出入境检验检疫局，因为各个局不隶属于各省（市），而是由总局统一管理。补充一下：国家局是由质量监督局（简称质检）和出入境检验检疫局（下简称商检）合并的，故全称为中国华人民共和国国家质量监督检验检疫总局，但下面的局依旧是质检和商检分开，所以国家局和各地方局的全称不一样。
