全电发票依托全国统一的电子发票服务平台，能24小时在线免费为纳税人提供开具、交付、查验等服务，实现发票全领域、全环节、全要素电子化。带有“增值税专用发票”字样的全电发票，其法律效力、基本用途与现有增值税专用发票相同。
全电发票，是一种与现有纸质发票具有相同法律效力、基本用途的全新电子发票，不以纸质形式存在、不用介质（税控盘或UKey）支撑，不需申请领用、发票验旧及申请增版增量。票面信息全面数字化，将多个票种集成归并为电子发票单一票种，实现全国统一赋码、自动流转交付。
全电发票无联次，而纸质发票有多种联次，且用途不同。全电发票无发票代码，全电发票以动态二维码取代纸质发票的发票代码。全电发票无收款人和复核人栏，也没有销售方（章）信息，只有开票人。
全电发票无购销双方的地址、电话和开户行及账号的信息，票面信息更为简化，发票版式全面简化，重新设计了票面要素，简化购买方、销售方信息，仅需填写纳税人识别号和纳税人名称。
