2017年07月31日，一个低压区在南鸟岛东北方海面上生成。09时30分日本气象厅将其升格为热带低压，继而在15时30分发出烈风警报。
20时美国海军研究实验室给予扰动编号97W。08月01日03时30分，联合台风警报中心对其在未来24小时内形成为热带气旋的机会直接评为“MEDIUM”（中）。
由于当日早晨系统突然出现快速整合和旋转的现象，联合台风警报中心于10时跳过评级“高”和热带气旋形成警报，直接将其升格为热带低压，并给予编号13W。
08月02日09时，日本气象厅将其升格为热带风暴，给予国际编号1711，并命名为尼格。08月02日20时，联合台风警报中心亦将其升格为热带风暴。08月06日09时，日本气象厅将其降格为低压区，并认为尼格已经转化为一股温带气旋。17时，中央气象台亦将其降格为低压区。
